PCCO Council Statement on the Discontinuation of the Building Enhancement Project
In May 2026, the Building Enhancement Project (BEP) reached an important crossroads when the PCCO Council had to decide whether to sign the preliminary contract with the construction company. This preliminary contract would allow the construction company to identify subcontractors and produce the final contract for the BEP. After lengthy discussion and prayer the Council decided not to sign the preliminary contract and stop the BEP from proceeding.
One of the contributing factors to the decision was that the project cost already exceeded the original estimate of $3.07 million rising to $3.8 million. It was likely that by the time of the final contract the cost would increase yet again. In addition to this major consideration, there were unresolved challenges like securing a temporary meeting location for the church during the BEP construction phase and obtaining written agreements from neighbors to provide construction access.
Ultimately, the Council determined that it was in the best interest of PCCO not to move ahead with the BEP with its current scope. This was a difficult decision but one that prioritized the spiritual well being of the church over finishing a building project. Though the BEP has ended, the Council unanimously affirms the importance of the 5-year plan. With God’s help we will continue to pursue building a cohesive church that is Christ-centered, next generation focused, inter-congregational, and affiliated with the PCCS congregation launching this summer in the South Hills of Pittsburgh.
The Council believes the underlying needs the BEP sought to address still remain. Therefore, the Council will seek alternative solutions to update our current facility (knowing that it will not meet all the stated goals of the BEP). Purchase of another suitable property in the area is also a possibility.
The Council wants to thank all the members, attenders, and alumni that gave generously and supported the BEP along the way. You have honored the Lord through your giving and service! The Council urges all who have previously made a Faith Pledge to stop giving toward the BEP at this time, since the BEP has been discontinued. As for the BEP funds already received, they will continue to be strictly supervised and managed. These funds will be “designated for specific use” and reserved for future facility improvements that align with the church building, optimization, or property acquisition plans. If you wish to redirect your BEP contributions for other purposes or have any questions please contact a member of the Council: the pastors and elders of PCCO.
Please continue to keep PCCO in your prayers. May God personally watch over His flock here at PCCO. It is the Council’s deep hope that, regardless of how the physical facilities change, we will witness the brothers and sisters of PCCO becoming even more united in the Lord’s love and walking together into the bright future God has prepared for us.

PCCO 理事会关于教堂优化计画项目停止继续推进的说明
2026 年 5 月,Building Enhancement Project (BEP) 教堂优化计画项目进入了一个重要的决策阶段。当时,PCCO 理事会需要决定是否与建筑公司签署初步合同。该初步合同将授权建筑公司开始遴选各项分包商,并据此拟定 BEP 的最终施工合同。经过长时间的讨论、慎重评估和同心祷告之后,理事会决定不签署该初步合同,并停止继续推进BEP教堂优化计画项目。
促成这一决定的重要原因之一,是工程预算已由原先估计的 307 万美元增加至约 380 万美元,并且预计在最终合同完成时,整体工程费用仍有进一步上涨的可能。除此之外,项目中仍有数项尚未解决的重要挑战,包括施工期间教会临时聚会场地的安排,以及取得邻近住户书面同意,以提供施工所需的进出与作业空间等。
综合各方面因素考量后,理事会认为,以目前 BEP 的规模和条件而言,继续推进该项目并不符合 PCCO 整体的最佳利益。这是一个十分艰难的决定。然而,理事会相信,相较于完成一项建筑工程,教会整体属灵生命的健康与合一更应当被优先看重。虽然 BEP 已正式停止继续推进,理事会仍一致肯定教会五年计划的重要方向。在神的帮助下,我们将继续朝着五年计划所描绘的异象前进,建造一间以基督为中心、重视下一代、促进各会堂彼此连结,并与今年夏天即将在匹兹堡南区启动的 PCCS 植堂同心配搭的教会。
理事会也相信,BEP 原本希望解决的许多实际需要依然存在。因此,我们将继续寻求其他可行方案,对目前的教会设施进行改善和更新(虽然这些方案未必能够完全实现 BEP 原先所设定的各项目标)。此外,若未来有合适的机会,在本地区购置新的教会物业,也将是理事会持续评估的方向之一。
理事会衷心感谢所有教会会员、聚会者以及校友,在 BEP 推动期间所付出的祷告、奉献和支持。你们借着甘心乐意的奉献和服事,荣耀了神的名。由于 BEP 已正式停止继续推进,理事会鼓励所有曾填写 Faith Pledge (信心认献) 的弟兄姐妹,从即日起停止为 BEP 继续奉献。至于目前已经收到的 BEP 奉献款项,理事会仍将秉持审慎、透明和负责任的原则进行管理和监督。这些款项将继续作为指定用途 (Designated Funds) 保留,未来专门用于符合教会建筑、设施优化或购置教会物业等相关用途。若您希望将已认献或已奉献给 BEP 的款项改作其他用途,或对此有任何疑问,欢迎与任何一位 教会理事会成员(牧师或长老)联系。
